    A San Francisco man who fled police on a stolen motorcycle Monday in Fairfield and later attempted a carjacking was soon arrested, police said, the bike recovered and a loaded firearm seized. Curtis Johnson, 23, was booked into Solano County Jail on suspicion of felony evasion, grand theft auto, possession of a loaded concealed handgun and resisting arrest.     The $3 billion slate of highway, rail and seaport improvements approved for funding today by the California Transportation Commission includes $825 million for 14 projects in Northern California.     For the second time in less than a week, a motorist on a Bay Area freeway was shot and killed. On Wednesday night, a man driving a burgundy Honda with two children in the back seat was fired upon by a person riding in another car on Interstate 280 in San Francisco.     Motorists tired of the snaky freeway approach from downtown San Francisco to the Bay Bridge will be alleviated of the muddling traffic route this weekend when a newly repaired permanent structure of the bridge’s west approach is opened. The approach, a one-mile stretch of Interstate 80 connecting Fifth Street to the Bay Bridge’s west anchorage at Beale Street, had been substituted with a temporary structure since March 2007, Caltrans spokesman Bart Ney said.     Rhonda White had hoped to go bowling with her boyfriend and three of their friends in Pinole. But when they found that some of them had forgotten to bring socks, they drove to her home in Richmond to get some. They never made it. As White, 25, drove west on Interstate 80 around 9:15 p.m. Thursday, someone pulled up alongside her car and opened fire, killing her. Her boyfriend, Donnaray Allison, 24, of Richmond, was critically wounded. No arrests have been made.     A woman is dead and a man is critically injured after they were hit by gunfire in a car-to-car shooting on a busy freeway in the San Francisco Bay area.
